The Local Government Unit (LGU) of Salcedo, Eastern Samar, successfully conducted its Enrollment and Capacity Assessment Activity today at the Social Hall of the Municipal Building as part of the Philippine Community Resilience Project (PCRP) under the DSWD–KALAHI-CIDSS program.
The activity, facilitated in partnership with the Department of Social Welfare and Development (DSWD) Field Office VIII, aimed to assess the municipality’s capacity, efficiency, and readiness to implement the PCRP. This included the administration of the LGU Enrollment Checklist, facilitation of Potential Problem Analysis, and conduct of the Capacity Assessment to ensure that the LGU is prepared to engage in resilience-building programs for the community.
The event was attended by Mayor Atty. Melchor L. Mergal, Vice Mayor Christian May L. Machica, Sangguniang Bayan members, the Municipal Social Welfare and Development Office, Planning and Development Office, Engineering, Budget, Accounting, Treasury, Agriculture, Environment and Natural Resources, Assessor, MDRRMO, and Health Office, among others.
The discussions highlighted the importance of institutional readiness, financial commitment, community participation, and sustainability measures to strengthen disaster resilience and promote inclusive development. The LGU also reviewed its obligations under the PCRP, including the formation of resilience teams, allocation of counterpart funds, updating of DRRM/CCA plans, and ensuring transparency and accountability in project implementation.
Mayor Atty. Melchor L. Mergal expressed his gratitude to the participating offices and emphasized the LGU’s strong commitment to advancing community resilience, particularly in the face of climate risks and natural hazards.
This collaborative effort underscores Salcedo’s continuing dedication to building stronger, safer, and more resilient communities through inclusive governance and partnership with stakeholders.
