The Local Government Unit (LGU) of Salcedo wishes to address concerns regarding the relocation of the Public Market.
This initiative was undertaken in response to public demand for improved market facilities, recognizing the essential role of a well-equipped public market in delivering basic government services. Following a thorough assessment, it was determined that a more responsive and future-ready public market is necessary. Consequently, the Municipal Development Council of Salcedo approved the relocation of the market to better serve the growing needs of the community.
“The relocation of a new, future-ready, and strategically positioned public market has long been planned or at least identified by preceding administrations, even before Typhoon Yolanda occurred. The current location of Salcedo’s Public Market lacks the capacity for expansion to accommodate the increasing number of vendors and other market-related infrastructure, including but not limited to public transportation terminals.” – Felix G. Duran, Jr., Municipal Accountant
Furthermore, physical and legal constraints prevent its expansion, as any attempt to extend beyond its current boundaries would violate DENR regulations, potentially holding the Local Chief Executive accountable. From an economic standpoint, relocating this vital sector should be a priority, aligning with the community’s growth and expansion opportunities, given Salcedo’s increasing population.
To facilitate the relocation, the Local Government is seeking a loan from Landbank, as it lacks sufficient local funding to finance the project. Like any other loan, this will incur interest, which is a standard feature of bank financing. Other municipalities, such as Guiuan, Quinapondan, and Oras, have taken similar steps, turning to banks to fund projects they consider a priority.
This project follows essential documentary requirements, including the Terms of Reference (TOR), which serves to establish the project’s legal, environmental, economic, and technical framework. Under this TOR, several development phases were identified, including the construction of a wastewater treatment facility, a road network plan, and a drainage plan among others.
With regard to the site selection, Engr. Gilzosito A. Apilado, Municipal Engineer, said, “the proposed location is accessible via the road leading to the cemetery and will also connect to the national highway, as illustrated in the provided image. This site was identified as the nearest available and most viable lot for development. Furthermore, the relocation aligns with the municipality’s long-term urban planning strategy.
Future infrastructure projects, including the opening of barangay roads from Barangay 12 to Barangay 1, as well as the road connecting Salcedo National High School to Barangay 13, will position the new public market near the center of Salcedo proper, enhancing accessibility and economic activity.”
Addressing concerns regarding potential water stagnation, he added: “The project includes the construction of a wastewater treatment facility as part of its long-term sustainability plan. Additionally, a comprehensive drainage system will be developed, ensuring proper water management and efficient discharge of runoff water from the proposed Public Market and its surroundings, including areas in Barangay 13, specifically those near Salcedo Doctor’s Hospital.”
