
Tacloban City – The Local Government Unit (LGU) of Salcedo successfully conducted Day 2 of its four-day Executive-Legislative Agenda (ELA) formulation on September 16, 2025, held at Port Royale Waterpark Resort, Tacloban City.
The activity was attended by LGU officials, both elected and appointed, together with representatives from partner agencies and stakeholders including the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Civil Society Organizations (CSOs), Department of Education (DepEd), Pantawid Pamilyang Pilipino Program (4Ps), and DSWD-Kalahi CIDSS.
The sessions were facilitated by personnel from the Department of the Interior and Local Government (DILG), who also served as resource persons in guiding the participants through the technical aspects of ELA formulation, ensuring that the output is aligned with national priorities and the mandates of local governance.
Day 2 focused on the consolidation of sectoral data and priority issues, identification of priority programs, projects, and activities (PPAs), harmonization of the executive and legislative development agenda, integration of stakeholder feedback into the planning framework.
Mayor Melchor L. Mergal reiterated the importance of the ELA as a strategic roadmap that will guide the LGU’s direction in the next three years, emphasizing that a well-crafted ELA fosters synergy between the executive and legislative branches of government.
The formulation process will continue until September 19, 2025, culminating in the presentation and adoption of the finalized ELA document which will serve as the LGU’s blueprint for local development.
